Or they possibly could have the sim closed if they are doing a rebuild possibly.  Do you have any friends who are able to TP to the sim?

No, I still see the option to change to Basic Plan in the Premium column under Your Current Plan.

It appears that you are in "Basic" mode rather than "Advanced" mode.  There is more information on the Basic vs.. Advanced modes in the new viewer 2 releases here:  http://community.secondlife.com/t5/English-Knowledge-Base/Basic-mode-FAQ/ta-p/733541

How do I switch between Basic mode and Advanced mode?

You can select Basic or Advanced mode from the login screen:

1. If you're currently logged in, close the Second Life Viewer to log out.
2. Open the Second Life Viewer.
3. Select Basic or Advanced from the Mode dropdown.
4. Click Quit.
5. Open the Second Life Viewer again. The Mode now shows your selection.
6. Log in with your username and password.
