Hey, can the water level be raised on the parcel, and is it possible to terraform?

Evening, the water level will match the land level at the end of September once we have raised the other parcel.  Yes you can terraform once you right click and buy the land, you can also add your own group and control every aspect of the land and who else can rez/terraform moderate.
