Softers

I regularly go to Help Isalnd Public and enjoy many hours of friendly chat but a person comes in and starts using some kind of sim cleaner to bounce people to 4,000 meters at his pleasure. I and others have AR'd him over and over and yet he still shows up. can anybody help please? any help would be appreciated.
