When trying to send a partner request why do I keep getting an error message?

I meet all the criteria . I am a premium member. I have credit card on file. I am age varified and live in Australia. So why am I not able to enter a Gaming region?

Would like to know when this will be resolved? As I keep getting this message"Failed to Upload image to Profile Feed.

Hi I recently made an animation GIF. but do not know how to change this to the bvh. Could someone please tell me how I can do this? Many thanks in advance.
