Looking to have a Combat System built for future RP sim.

I won't go into too much detail here but this will not be a simple thing I'm sure. The CS for this sim will handle all combat as well as having things to slot in to change stats etc. This will end up being a big task im sure so I need to get a price quote etc before I go full force into this. I have never done something like this before so I'm not sure the steps to take. Discretion will be key but if things go well there would not just be payment fo rthe job but also minor payments as time goes on.

None of those offer what I am looking for. Hence the posts looking for someone to pay to build what I want.
