Yes it will. You won't get Ultra Graphics, but I suspect you knew that.

It really depends on how you define 'decent performance'.

Check to see what generation the i3 Core is. There are at least 6 generation of the chip. Sellers seldom tell you which version is installed. Intel has lists of the CPU's and their designators so you can figure out which generation the chip is. Early generation chips are cheaper and give less performance. Newer is significantly better.

The i3 works for SL. The i5 is better and the i7 even better. A motherboard that handles an i3 will also run an i5 or i7, meaning you can upgrade later. Laptops excluded. Also, laptops run an 'M' chip which produces less heat but gives less performance.

The HD Intel graphics are weak. Those chips are designed mostly for video streaming. If you hope to do any VR, i.e., Google Cardboard, then HD is going to be inadequate.
