Multiple things can cause this:

1) On Windows PCs if you are behind of your Important and Optional [Most if these are NOT really optional] Updates then you can experience SSL Handshake Failures. Fix: s1) Catch up on all these updates. s2) Be sure to restart your PC each time you are prompted to do so s3) Regardless of which Internet Browser you prefer, launch Internet Explorer after all the updates are applied and log in to your SecondLife Dashboard and then the MarketPlace [This will flush all Security certificate updates into the Windows Account Cache] - Afterwards you can use any Internet Viewer you prefer.

2) Your PC's Time and Date may be incorrect. Please adjust these values and then try again.

3) If your PC has just been cleaned up from a Trojan Horse or similar Infection, your Windows security components could have been permanently damaged. Ask a PC Tech if this can be repaired.

4) Your PC is currently Infected with a Trojan Horse or similar Hijacking PUP.
