Environment settings reverting to 'use region settings' after every restart

Since the last update of the default LL viewer my environment settings (windlight) start with 'use region settings'. I change it to 'customize my environment' in order to use my windlight settings but it reverts to use region settings after every restart. Anyone having the same problem?

They changed the viewer to default to using region settings but there's a new debug setting to change it back. Go to the "Advanced" menu, go to "Debug Settings" and type in "EnvironmentPersistAcrossLogin" until it auto-completes. Then set it to "TRUE."

One last comment - it is very Big Brotherish and annoying that LL decided to impose region settings. Thanks for the help!

How is it "Big Brotherish" to allow region owners to suggest the kind of lighting that best suits their purpose?
