I am a custom tattoo creator and most of the times I am asked to create the tattoos which is my job but for mesh could I give out the UUID number to the person to create their own applier,I am aware that will have full perms, but what if I delete the texture after a week?

When you delete something in your inventory, that doesn't remove it from the Lab's asset servers.  It just means that you can't access it yourself any more.  In this case, of course, since you are making the UUID publicly available anyone (including you) will be able to use it, even if it isn't in their own inventory.

Once items are in the asset servers, they have an indefinite (infinite?) lifetime.  They have to be, since people are always coming and going in SL.  Linden Lab can't afford to have things disappearing and breaking whenever a creator leaves town.

Just wanted to add to this that most folks don't have the ability or the knowledge to make their own appliers for their mesh bodies. So I am thinking in many cases you idea will not work -- for them.
