I'm not sure if I understand your question but if you expected them to arrive as U.S dollars but got Euros instead, it'll have to be because your PayPal is set up with that currency.

If you are in a country where the currency is the Euro, then yes, when you do a Process Credit transaction to move some of your $USD Balance to your PayPal account, the currency will be converted.  You will be charged a currency conversion fee, I'm pretty sure.
