If you requested to have US dollars sent to your PayPal, LL is required by law to have the forms on file. 

That doesn't mean you have to pay taxes on the money, it will depend on your individual tax circumstances.  It has always been the case that you were required by law to declare any SL income and pay taxes on it, if applicable.  These forms will be used to report income to the IRS if your income exceeds a certan amount.

You should consult your tax advisor if you have any questions about what is taxable or not. 

LL will not release your funds to you until you complete and submit the forms.
