why do i keep getting messages that linden labs has not received payment info?

You have run into a well-known bug in the system.  If you have payment information on file but have not used it to buy L$ yet, your profile will show the correct information but a script will not read it properly.  When a script checks for payment information, it returns FALSE unless you have bought $L.  So, the solution is to buy a minimum number of L$ ($2.50 worth).  Then the script at the beach will recognize you.

Just to expand on Rolig's reply, some landowners place variious restrictions on newly-created accounts that want to access their lands,    This is to prevent troulblemakers from creating throw-away accounts to come on their lands to make a nuisance of themselves.

You seem to have come accross a region that restricts access to accounts that are either more than n days old (older than your account, anyway) or have provided verified payment information to LL.

There are three statuses that LSL scripts can detect: No Payment Info, Payment Info On File, and Payment Info Used.   The bug to which Rolig refers is one that means scripts will falsely report that someone has not provided payment information to LL (Payment Info On File)  until the credit card/PayPal account has been successfully used in a transaction with LL (Payment Info Used).
