That all depends on the owner of the region.  As far as Linden Lab is concerned, child avatars can be anywhere in SL, as long as they are not involved in anything that could be interpreted as sex play.  See http://wiki.secondlife.com/wiki/Linden_Lab_Official:Clarification_of_policy_disallowing_ageplay  .  However, a landowner anywhere in SL can make whatever rules he wants.  In fact, the landowner doesn't have to post rules or explain why a person is allowed or forbidden on his land.

As an estate agent for a land company, yes you can live on an Adult sim as long as you are not engaging in "Adult" activities such as sex, etc. However just a heads up most adult commercial sims do not allow child avi's at all, as most clubs, store, etc on adult sims are for sex business..
