if i buy mainland by biding , 1024 size , how many prims i can use there and which is the tier ?

All the information you need is in the Land Manager on your dashboard at secondlife.com.  WIth 1024 sq m, your L.I. allowance is 234.

Tier depends on the TOTAL amount of Mainland you own, and is figured based on the highest amount you held at any point in the billing cycle.  However, if all you own is one 1024 square meter parcel, your tier will be $5.00 USD per month.  That's because you get free tier on up to 512 sq. m. with your Premium membership, so you only pay tier on the remaining 512.

Prims depend on the TOTAL amount of Mainland you own within a single region.  If you own two 512 sq. m. parcels in, say, the Doodlebug region, you can have up to 234 prims there, split between the two parcels however you choose.  If one parcel is in Doodlebug and the other is in Whiffenpoof, each parcel can have 117 prims.
