Get Avatar Information from camera look

I have seen this work on another sim, and wish to use it on my sim. However, even after scouring the lsl, i cant figure out for the life of me how it was done.

 

Basically, they had a hud that, when you focused your camera on them, was able to read, at the very least, their Avatar username.

 

Can someone direct me to the right command (or set of commands) to do this? Thank you
