Each of those people has an excessively high Rendering Complexity, probably because they are wearing mesh objects (including their avatar) that have WAY too much detail for most people's graphics cards to render properly.  What you are seeing is a default version of their appearance, called a Jelly Doll.  If your computer can handle it, you can change the default.

The default value of Maximum complexity is determined by your computer's specifications and what graphics level you choose, but can be adjusted manually in the Advanced Graphics Preferences window:

  1. Open the Preferences window by choosing Me > Preferences from the top menu bar.
  2. Click the Graphics tab of the preferences window.
  3. Click the Advanced Settings button to open the Advanced Graphics Preferences window.
  4. In the Avatar section of the Advanced Graphics Preferences window, adjust the Maximum Avatar Complexity slider to your preferred threshold.  You may move the slider all the way to the right to make the threshold unlimited.

The lesson, of course, is that other people may see YOU as a Jelly Doll if you are wearing mesh that is too complex for THEIR viewers to render.  Be kind to everyone and wear only mesh items with low complexity.

Rolig gave you the basic answer. I'll add to that.

Avod using a Complexity setting of UNLIMITED. Griefers use video crashers to overload the video card. Any setting below UNLIMITED gives you some protection from most video crashers.

The new feature will also pop up a messge telling you your avatar's complexity rating each time you attach something to the avatar. You can turn on avatar complexity 'labels'. Top menu -> Advanced -> Performance Tools -> Show Avatar Complexity Info. This puts some numbers in a floater over the avatars, all avatars.

When you enter a new region the viewer will pop up a notice telling you how many people in the area are NOT rendering your avatar.

You can also right click on a Jelly Doll and select Render Normally (use your complexity settings),  Do Not Render, or Render Fully. This will temporarily over ride your complexity setting for the clicked on avatar.
