its the USD 11.25 per quarter how long will that be goin on and can you upgrade to it if you are already a monthly premium member ?

It would have been good to link to what you saw since most people won't have seen it. 

 

BUT typically the quartly membership deals are for people who are not premium members (not sure if they could have been before, then quit and if that qualifies). The deal is only for the FIRST quarter and then it goes to regular price. The best payment plan by far is by the year.

Again, I didn't see the notice you saw, this is just the historical data so read the fine print or paste in a link to the announcement.
