Land Access set to open but TP in is blocked...?

My land not be reached from the outside. I checked region settings and group settings and all set to open access. Also did a series of restarts with changed settings but no success.  Only Land Manager can TP in all with Home set on the Land can get in by Logging in at Home.  Any Idea what might be the problem?

this mostly happens when you haev group access ánd open access enabled...

if it should be open, deselect group

This is a problem that is still happening.  I had such an instance last night where I attempted to offer a TP to an individual to one of My locations which was a Homestead sim with open access, Adult rated, and only monitoring orbs for security.

 

Everything was checked regionwise, landwise, and on the avie that was being invited.  All settings were just fine and the TP should have worked.  I finally had to add the person to the resident list before they were able to TP in.  This is a fairly recent issue as it has never been this way before.  ABC VSRs are coming in and out of that particular sim with no issues whatsoever until now.

 

Also, the land is not group owned so that was not a factor.
