As far as I'm aware, it's for the copyright owner to file a notification, not anyone else. So if you see a DMCA breach for anyone else's copyrighted material, you inform the owner, and they take it to LL.

I am not a laywer, but that's how it reads to me.

Kelli is correct, only the copyright owner may file a DCMA complaint. You can however notify the copyright owner of this so they may make such a complaint.

Firstly, make sure it is indeed a U.S. government agency logo and not a parody or one that looks similar to but not exactly. Anyone can have a Eagle holding two items, for example:



If you have confirmed it is indeed not a parody or similar looking logo, you should proceed to notify USA.gov via their contact page.

They will be able to forward the issue to the proper division which manages the copyrights.
