Where do the new accounts hang out

I wanted to test something so can anyone tell me where new accounts hang out?

There is no specific place though you could try NCI. Basically, check the destination guide. Also look for groups in things you're interested in that have active chat. You'll get to know people just talking in the chats.

Personally, I've run into more new(er) avs at clubs and infohubs than anywhere else. 

Open map, look for green dots, tp in, you'll find new(er) avs, at least some, usually.

New accounts will default to many of the InfoHubs around, or in public sandboxes. Search for 'infohub' or 'sandbox' to find the many areas available.

Exactly my first thought.

He either...

...wants to grief naive/inexperianced people

...wants to scam naive/inexperianced people

...want to exploit the naivity/inexperiance of new people by spamming them with advertisement

 

There is really no other explaination why he is looking for new account to "test" something. And "testing" does really not sound like "I'd like to help new users".
