As the heading says my option to change from general to moderate or adult isn't working?

If you really are 18+ in RL and gave your correct birthday when you registered, you need to file a support ticket. 

If you really are 18+ in RL and gave an incorrect birthday when you registered, you need to file a support ticket, too. The TOS says you do have to give the correct DOB when you register, so be prepared to provide RL proof of age and answer questions.  Support will tell you what you have to send and where to send it.  Don't expect them to be very sympathetic.  It's hard to believe someone doesn't know their RL birthday.

ehm... how about reading and using the answer above? ... also for M rated you need the right age.

If you can't prove it, you stay on general/pg.

Or perhaps you did give the right age... and now find yourself locked from the parts of SL you shouldnt enter while being under aged.

Only support can help you.
