I bought this hat it says I can resize it through edit menu. But when I press edit...

...some colour lines appear and I can move the whole thing up and down right and left yet not resize it, make it all bigger or smaller.  Don't know how to use those colour lines.  Thanks for advise.

That's your basic Build/Edit toolbox, a fundamental tool that makes SL a unique environment.  Here's a primer on how to use it >>> https://community.secondlife.com/t5/English-Knowledge-Base/Build-Tools/ta-p/700039 .  The specific tool you are looking for at the moment is the Stretch tool.

I suggest visiting the Ivory Tower of Prims in world (look for it with your Search tool) and spending as much time as you like doing tutorials.  You can also take free classes at Builder's Brewery or NCI that will teach you everything from very basic skills to quite advanced techniques.
