I am interested in starting to create skins and found a site that may he helpful. Is it legitimate?

I think it is legitimate, but even so, I would not use it.  Here's why:

1.  It costs money.  To download a skin you've created on their site you have to buy and spend "credits."  There is no need to spend money, other than the $L10 texture upload fees, to create a Second Life skin.  Just download some of the many free skin templates and use them as guides in Photoshop or GIMP to paint your own skin.

2.  The skins look horrible.  They might have been passable seven or eight years ago, but the talented skin creators of Second Life have long ago far surpassed the look of what I saw at the Skin Mint web site.
