Is there  a way to convert your settings so that you can no longer come into your settings and can not turn off you RLVa,Not even if i go off and back on..  so I'm completely dependent on those who own me ?

Nope. Autonomy is irrevokable in Second Life.

RLV/RLVa is just a third-party API, it's not a core part of Second Life. Any account can therefore log-in without this third-party API and be treated to the "factory standard" Second Life experience. This will always be true.
