Yes to both.  Blocking is your tool for ignoring them.  It doesn't mean that they ignore you.  You can't ever make yourself invisible, although you can come close by going naked and wearing a full body alpha mask.  Even then, you'll show up as a dot on anyone's map or radar, and your tag will show unless you go to a lot of trouble (and scripting magic) to force yourself underground.  And if you don't want to be pushed, sit down.  Or use the Firestorm viewer's Movelock function.  Or just go somewhere else.  :smileywink:
