Why I can't get my Premium home ?

I have  several years  being a Premium member and  I want to get my Premium home .  They say something about  my billing, can you explain me  what is it about my billing ?

it would help to give a answer without, or less, guessing if you told what the "something about billing" is ...

If the system says something about billing it also could be you used your free tier level already for a group.
