I was not notified that my premium was about to be charged. How can I get a refund?

I have not played actively in a long time. I received no notification that my paypal account was to be charged for my premium amount in advance.  I have downgraded to a basic account but that did not refund the amount, just said I would not be charged next year.  How can I get a refund?

you don't get a refund, just not will get charged again and your subscription will stop at the end of the paid term.

The "notification" is in the TOS that you agreed to when you joined (sect 4.3): "Upon your acceptance of these terms and submission of your order, you hereby agree that we have the right to automatically charge your credit card or debit your account (or other payment method) for the applicable fees or charges, plus any applicable taxes that we are required to collect, and you authorize us to do so. Thereafter, if you have purchased or redeemed a subscription-based product or service, each time your subscription comes up for renewal, we have the right to charge your credit card or debit your account the then-current renewal rate plus any applicable taxes we are required to collect, and you authorize us to do so. "

All Premium accounts are prepaid, so you continue to enjoy all benefits until the end of the period that you have already paid for.  If you request a downgrade to Basic, that will become effective at trhe end of your current Premium enrollment period.
