I just had to troubleshoot this myself— with Firestorm v4.1.1.28744 —and thought I'd share my results, as it turned out to be a bit tricky. Some time ago, I had arranged my UI buttons along the left side of the screen. I don't use many, so there were only a few buttons visible. I guess that back then, I'd also resized my chat bar to be so small that it became invisible, with no drag handle, etc. showing. I was getting pretty frustrated, but stumbled by chance onto the fix. The catch was, that the chat bar could only be resized if one of the UI buttons were also on the lower screen edge. So, when I dragged one of my buttons from the left, to the bottom, AND then hovered my cursor at the edge of that button... the grab handles finally appeared, and I could resize the chat bar. I moved my UI button back up to the left screen edge... then decided to adjust my chat bar size a bit more. Again though, even with the bar now visible, I had to drag a button down to the bottom screen edge before it would allow me to resize. Working now, but very odd. I can only assume the chat bar gets lonely down there...
