I bought 20 dollars with of linden it charged me 23 and took 1.15 why?

I put in my credit card info with my gift credit card like i have for the past 2 weeks. It wont let my buy lindens, so i then reput in my info and you too another 1.15 from me. I still cant get lindens and it is pissing me off really badly ive never had an issue before. Can you help me fix this?
