Yes. Sorry I did not point that out in the original post, but I thought "transfer" and "full ownership" would have given it away Anyway, yes, you must already own a full sim in order to purchase these.

I have 6 homestead sims as a part of my estate. It is my intent to sell them all before I have to abandon them. They can be had for US$50 (or linden equivalent) Currently, there are three available for sale, with the remaining three becoming available as soon as the current owners have left.
