If any dimension of any prim in the object is .01, then you can't stretch the whole object any smaller by the white corner handles. See if you can stretch it smaller by any of the other handles. The one that will not go smaller is the one that controls the dimension of the limiting size.Something that will stretch bigger but not smaller is usually limited in this way.
