Some game engines implement real time cloth. Both are WAY calc intense and slow things down. So most game modelers design clothes to work together or have ways to hide the layers under other layers. The SL system allows us to alpha out parts of the avatar. But, there is no alpha layer for prims. One either makes part of a thing transparent or not. The Lab considers what we have to be the best balance between flexibility and performance. While that is debatable, no one has convinced the Lindens to change their thinking. I suspect the fact that most of our modelers are hobby level rather than pro is a big part of the Linden thinking. In SL, few designers do layering of clothes well. And I think well on only certain brands of body. None do layering for more than just their own designs. And they tend toward No-Mod which prevents us from making things we own work together.
