If my GF and I get premium membership and we buy a 1024 sq m parcelon mainland, can we apply our Tier allowance each so we dont pay tier? Can we build a skybox without terra forming?

I have been with SL from the beginning (Loved the first viewer!) I have just switched from Phoenix to the SL V3 version. First thing that struck me was how much screen space I was loosing because of the size of the icons! Nowadays with so many HUDS you need all the space you can get. As a tech writer I realize the importance of white space but the margins on these icons waste too much space. (My ten cents worth:-)
