The perevious owners of a parcel set windlight setting which are really annoying for all. They have left and the land has changed but I can't see how to delete the windlight setting.

I purchased a region on a private estate the asking price was $L7700 plus a tier of $L7700 each week. I paid the asking price and in the land management tab it showed me as the owner. In my account it shows that I have paid this money to the estate owner for land purchase (including the region name). When I logged on today I found that the land ownership had reverted back to the estate owner and he had even began some building on it, it has not been put up for resale. The estate owner has not contacted me about any problem or issue and has not refunded the $L7700. I have sent a notecard to him but so far he is not online. I suppose my question is, is this normal behaviour for estate owners? And how can I get my money back? I must admit this has left me somewhat upset and I don't think I will be purchasing any land in SL again.
