There appears to be a frame limiting function unrelated to vsync. In my home I get constant 60fps, in the skybox 505 meters up it jumps to a constant 75fps both without vsync, and it’s usually much higher in both locations.

True, but with shadows, particles and water reflections off, it’s not really ultra anymore. That slider is not super helpful.

You may want to take a look at the Linden performance improvement projects viewer: https://releasenotes.secondlife.com/viewer.html
In your graphics hardware settings try changing:
Check anisotropic filtering, enable streamed VBOs and enable lossy texture compression. Lower the minimum viewer texture buffer memory to 2048MB.

On my Lenovo E30, Core i7 2600, Quadro K2200 and the Dec. 17th performance viewer I'm getting ~38fps no matter what the water reflection setting is at that spot after all the textures load.

Yes it is faster. How much faster depends on the situation. One of the improvements is the water reflections. With no water in the viewer’s draw distance, the difference between opaque and everything is about 1%.

I'll go with everyone else and say double up on the memory. CPU and GPU are fine.
If LL follows through with the performance improvement viewer, that setup shouldn't have any problems anywhere.

I think they do, but if that region goes offline and isn't back up when the bot tries to login, it gets shuffled to a hub automatically. Restarting the infohub might kick them back to where they're supposed to be. I don't know if residents can request a region restart for a hub, or maybe LL could schedule more restarts for them.

There was a kerfuffle about showing what viewer other people were using way back when. People would be using it to evangelize for their favorite viewer and LL finally did ban that.

Are you sure it's actually using http instead of https? When you copy & paste a link, it shows http:// but if you click it, you're taken to an https:// address.

The Linden viewer does, but you have to tell it what editor to use the first time you press edit.

There’s no reason to have water reflections set to everything at a shopping event. Switch it to none (opaque). I’d kick shadows down to either none, or sun & moon.
