Remember though... when you "cash out," it isn't LL buying the lindens from you - it's another resident. So the lindens themselves stay in the world regardless of whether you cash out or not.
The only way lindens actually leave SL is through things like the picture upload fee or fees to upload things to the marketplace, etc. That's why LL has to carefully balance how many lindens they put into the world and what the sinks are because otherwise the linden will begin to lose value.
The "no cash out" plan doesn't make a whole lot of sense when you consider this.

I have three 1024 m2 parcels for sale in a relatively quiet sim. There are some neighbors around, but nobody is doing anything crazy and there's no clubs or anything.

I have a very affordable 1024 m2 flat parcel for sale! Great view of the ocean! No tier if this is your only parcel.
It's in a very quiet area with very few neighbors so you can enjoy your privacy.
In addition, it has an R rating, so you have a lot of freedom with what you can do with it.

Weird. That's definitely the right parcel and you it sure looks like you're doing everything correctly.
Maybe try opening a ticket with LL? It sounds like there's something going wrong on the server side.

Just copy and paste this link into your Second Life viewer: http://maps.secondlife.com/secondlife/Seomna/38/122/43
That will teleport you to the land. Then in one of the menus (it's World on Firestorm, not sure what it is on other viewers) you'll see an option that says Buy Land. Click that. It'll pop a menu asking for confirmation that you want to do the transaction. If you click yes, then it'll transfer the deed to the land to your avatar, giving you ownership of the land.
