I'm having the same problem. Submitted a troubleticket and they just said they had no problem TPing

I have a group that is set to the land of a sim I do not own but help manage. A management group has been assigned to the parcel. In that group I am an owner, I have full permissions. When I open the parcel "about land" menu, all options are grayed out. I cannot ban and I cannot adjust the media stream. I am wearing the tag for the group. Any idea what I'm doing wrong?
