["Membership Upgrade Failure"]

Has anyone else experienced this error? I have 3 different payment methods of which I tried to purchase premium plus, but second life isn't allowing me to. Every time, I receive an email that says:

 

Dear vurypurty,

We noticed you have tried to upgrade your Second Life membership. Unfortunately, we were unable to successfully bill you.

I just want to get land to have more space for my store, but nope.

Does anyone have a solution to this? Do I need to add $ to my Tilia balance or my paypal balance or something to make it work? As far as I am concerned all my payment methods work and I didn't go over my lindex buying/selling limit.. So confusing..

[How do people have red, blue, or yellow outlining around their avatar when taking a picture?]

When taking photos, ,I notice on flickr that people's pictures seem pixelated and have red, blue, or yellow outlining around their avatar or objects as if it's shadowed or something. It has a transparent drag effect where it looks like there's a hologram in a different color standing behind them but it's a few inches apart? is there like a green screen or something in front of them or..? And then the pixelated part; there's like little grains all over the picture like it's a sketchy type of thing. Idk I want my photos to look like that.. Mines need more detail.
