I haven't been around long but it sounds like you may have been hit with something like this. Maybe not this exact one, but the idea seems the same. Have you tried clearing your cache? I'm not even sure if that would work in this situation but it might help. Other than that I'd suggest reinstalling your browser. Make sure you remove any remaining files or folders before reinstalling it, though.

I have trouble buying Lindens through the viewer no matter which one I try. Buying them through the Dashboard seems to work fine, though, and they always show up inworld right away.

I'm not sure who you would report this to but you should remove the name of the person you're accusing so you don't get banned for TOS violations. 8.2 You agree that you will not: (v) Post, display or transmit Content that is harmful, threatening or harassing, defamatory, libelous, false, inaccurate, misleading, or invades another person's privacy;

Being a basic member I'm not even sure I can buy land, but if I can, and I buy abandoned land, does it still carry the tier cost (the land use fees)? In other words, if I can purchase a 512 sq. m. parcel, would I still pay around USD 5.00 per month? Edit: Thanks, Lindal Kidd. That's what I thought but couldn't find out for sure. I appreciate the help.
