Where is the setting located?

Right so I got into an argument with a bunch of people, I left, come back and could not hear anyone and could not talk. However my friend heard and could talk to them just fine. I thought it was an issue with my account so I made another and nope, same issue. I went to other rooms still the same issue and everyone in text chat told me they're all talking. Any ideas?
