Name to Agent ID API

One of the challenges created by name changes is that anyone with an external database that uses name lookups must adjust by replacing or reindexing to use agent IDs. The Name to Agent ID API is a publicly available REST endpoint to which a user submits a username/last name combination (Residents with a single username have the last name "Resident" by default), and is returned the agent_id associated with that name if it exists.
