whats a good program to make hair?

So long as your graphics program can handle layers and transparency, you should be able to do the texturing to make hair.  The big three are Photoshop, PaintShop Pro, and GIMP.  Getting the software is not your big challenge.  That only takes money (and not even that, if you use GIMP).  The big challenge is talent and practice.  If you are just beginning, take a look at Natalia Zelmanov's tutorials in her blog >>> http://www.mermaiddiaries.com/2006/11/build.html .. They are a bit dated by now, but they are well-illustrated and very easy for a newcomer to understand.  Another excellent resource -- again, somewhat dated but a goldmine of information -- is the set of sticky threads in the old Texturing Tips forum that preceded the somewhat tame forum we have now  >>> http://forums-archive.secondlife.com/109/1.html . Pay particular attention to the thread on Transparency and Alpha Channels: The Definitive Guide and the one on Texture Size, Pixel Counts, Video Memory, and File Formats .  Finally, look for in-world classes at places like NCI, Builder's Brewery, or Caledon Oxbridge University.  Those places and others have classes several times a week, all free.
