Are billboard sized signs revolving over houses allowed in Linden residential Neighborhoods?

Probably not allowed.  But without seeing them its hard to judge.  They would probably fall under the Ad Farm guidelines linked below.  Read through it and if the signs are in violation, the wiki also tells you how to abuse report them.

I'm going to say probably not, too.  The Linden Home covenant does not specifically mention signs but it does mention advertising of any kind and that the home must remain in theme.

Restrictions

Linden Home has unique restrictions in addition to those outlined in the Linden Home Terms and Conditions. By accepting a Linden Home, you agree that Linden Homes are:

  • For residential use only.  Business use of any kind is prohibited, including parcel rental, rental boxes, classified ads or other forms of advertising, and event listings.
  • May not be removed, modified, exchanged, set or deeded to group, or transferred.
  • Will be kept presentable and in-theme.
  • Do not include traffic tracking.

Also:

  • Ownership is limited to one Linden Home per Premium Account.
  • Linden Home land cannot be terraformed, sold, deeded to group, joined, or divided.
  • Land cannot contain sky boxes, temp-rezzers, or individual prims beyond the allocated size of the Second Life Viewer build tools — 10x10x10m (no megaprims).

The Linden Home covenant may cover this, in the "out of theme" section.  Huge billboards are "out of theme" for ANY residential area, IMO.

However, floating, rotating billboards are specifically disallowed by the anti-adfarming policy.  You can Abuse Report your neighbors.
