I am banned

I 'live' at Bay Terrace...and somehow I am banned from the region. The owner told me she didn't do it and I'm not on her 'banned' list.  Who can ban me beside the landowner ?

Nobody unless the land is group-owned and someone has the banning permissions. You should have another conversation with the owner to sort that out.

Are there other residents living there, or nearby?  If one of them has put out a security orb and not set its boundaries correctly, it might be affecting you.  If this is the case, you should be getting messages something like "You are not authorized to enter this area.  Leave within XX seconds or you will be ejected", and "You were ejected from Bay Terrace X,Y,,Z by HIPPOSecure".
