Des avatar height affect the speed at which you run? Does a very short avatar run slower than a tall one?

No.   Assuming you're not using some sort of speed enhancer, voluntary movement speeds are constants, whatever your size (3.2 metres a second walking on the flat, 5.13 mps running).

Smaller avatars appear to move faster than larger ones, because they're covering a greater distance relative to their size in the same time.   But it's going to take a short avatar and a tall one the same amount of time to cover the same distance.
