Please add the Comment Link in Answers for each post and answer. 

This will allow:

1. easier navigation to find comments and to leave comments. 
2. Allow updates/comments by Original Poster.
3. Notification of updates/comments made.

Somewhat counter-intuitively, clicking "permalink" is the way to open the comments box.

I do not understand why they used a different format than the rest of the Forum for answers.

It is confusing and counterproductive.

Yes it is.  :-)  The feature shows up in Blogs, just not Answers.

I totally agree. I wish always the whole thread would display too, instead of just the original post and one other. I sometimes go ahead and give an answer not realising I've only seen one answer, instead of tons of others and feel a right nana! The permalink button is no subsitute for a comments or reply button.
