You meet people in SL very much the same way you would in real life and you don't need money to do that.

Aside from going to places where there are a lot of people, join a group or groups that share your interests.  Just type an interest of yours in group search and you will probably find a group.  Read the charter and IM the owner to find out how active the group is.  Also, taking free classes or joining open discussions about things that interest you is a good way to meet people.  Both can be found in event search, and sims where there are ongoing discussions can be found in places search. You can also search for places that welcome new residents.  You'll find other people there that are new and looking for friends too.

Read peoples profiles to get an idea of who they are and their interests.  It will generally give you a way to start a conversation with them.   Fill out your profile too telling people your looking for friends and what your interests are.  People look at profiles all the time. 

Above all, don't be afraid to talk to people you meet.  You will find most people are friendly and will talk to you if you initiate a conversation.  If you talk to someone, and they don't respond or are short on conversation, don't be offended.  They may just be busy or afk.  If they respond rudely, just move on.  You don't want them as friends anyway. 

Lastly, don't go around sending friend offers to people until you at least talk to them and find out if you have any basis for a friendship.  Random friend offers may annoy people, and they will decline.  You don't need to be in a race to collect friends.  You'll find that having a few carefully chosen good ones that you can share your SL with is much better than having a whole list of acquaintances you rarely see or talk to.  Your friends list will naturally grow as you live your Second Life.

In addition to the other excellent suggestions, you might try killing two birds with one stone by participating in some of the many grid-wide hunts that groups of stores organise.   These can be quite fun and are good ways of meeting people and outfitting your avatar for free.   There are a couple of blogs that publicise these -- http://slhunts.wordpress.com/ and http://fabfree.wordpress.com/ are good places to look.
