When i Add a tattoo to my avatar to me it looks out of focus, others around me see it as fine

It can sometimes take a surprisingly long time for a clothing texture to rez properly.  It's a communication problem between your computer and SL's servers. Information about your appearance has to be "baked" onto your avatar on your own computer, saved there, and then uploaded to SL before it's fully visible there. You can sometimes force a rebake by typing CTRL + Alt + R, or by going briefly into Appearance mode, or by changing another clothing layer.  It's a milder version of what happens when people log on as a fluffy white cloud.  You can find other suggestions for curing a bake fail here >>> http://wiki.phoenixviewer.com/doku.php?id=fs_bake_fail .  It's written for Firestorm users, but the methods work for any viewer.

It does sometimes take a while for things to refocus after you've added or removed a system layer. Give it a few minutes. You may go in and out of focus, too - it may seem that you've rezzed, then you go fuzzy again. That's normal. Hopefully after a few times of this it'll stabalize and you'll stay clear, but again, that may take a few minutes.

If you never clear up, or you keep going fuzzy over and over again instead of staying fully rezzed, then you have a problem. When you disabled HTTP textures (has to be textures, not inventory), did you clear cache? It's a good idea to do this both through the viewer AND manually. After this, give it a while; when you log back in your inventory will have to completely reload; AND the viewer will have to try to render you and keep you clear.
