It could be that they haven't logged into Dashboard or checked there Email.

Hello IrishAnimal and welcome to SL Forums.  I checked out your profile and i noticed that you have a display name. For a cause proposals for partnership seems that do not work if the residents have display names. Delete temporarily your display name, suggest your partner to do that same and try again. If the problem remains, there is a jira about: https://jira.secondlife.com/browse/WEB-3828 You can vote there and add your comment. If so, usually you have an official answer from someone of LL's support team.
