Other players connections can effect what you see on their avatar. However, if the buildings and textures around you are staying grey and not getting their textures then its more likely something on your end or a badly hammered sim. You can increase your max bandwidth to see if things load quicker. Also reducing your Draw Distance will encourage the textures closer to you to fully load. If that doesn't help, then you may need to tweak your graphics card settings. Depending on the make and model, you may need to do things like download the latest drivers and check settings like VBO and HTTP Textures.
ETA: I forgot to mention the most obvious fix. Clear your viewer's cache.
